MINUTES OF SELECTMEN MEETING –  April 29 , 2013 5:00 PM

Selectmen Present:        Eric R. Munson, Jr., Steven DellaGiustina and Thomas Paine

Also Present:   Ed Deming, DPW Superintendent
                     Mira Munson, Cemetery Committee
                     Jeffrey LaCasse, LaCasse Land Management

Minutes of the previous meeting were read and accepted.


Ed Deming will not be available on Monday, May 06, 2013.

Ed and Phil Grannan are working on a grant to repair/replace the box culvert on Colebrook River Road.

Mira presented the Selectboard with the Cemetery Committee’s recommendation of the two quotes received. The recommendation was to hire LaCasse Management with a quote of $9,375. Eric made motion to accept. Tom seconded as long as funds are available within the cemetery account. Steve stated that the extent of the work requested is above and beyond the work that is necessary. He felt that the monies could be spent on other things.

Lawn Care quotes -  3 contractors were contacted by phone on Wednesday, March 27th
                                 LaCasse Land Management – rec’d April 10th
                                 Gary O’Brien – rec’d April 22nd Selectboard did not request quote
Margaret spoke with Lawyer of the Day, Inspector General’s office – Tolland has done due diligence and is not required to take Gary O’Brien’s quote. Gary O’Brien was not asked to submit a quote.
The Board unanimously accepted the lawn care quote of LaCasse Management $7,930. The contract will run from May, 2013 to Nov., 2014.  

Tolland’s Sandwich Boards – The sandwich boards may be used for town events sponsored by town boards or committees. A board or committee member must check with the Town Hall for availability. Two boards will remain at the PSC and two at the Town Hall. If monies allow the town will purchase two additional boards.

Fiscal 2014 budgets were completed.  

Buildings and Grounds – The decision to purchase floor mats or to continue with a biweekly rental service. The burden of cleaning the mats was an issue. Ed was asked to get a quote on having the mats turned over less frequently. A quote was given for monthly turnover of $1,808.88. A replacement of the flag pole located on the town green was added $750, varies planting’s at the PSC $500, Library building repairs $4,000, PSC and Town Hall Renovations $2,658.80, Cabinet and Counter at PSC $1,250. Town Hall interior painting $1,825.00, Gutters on the backside of the Town Hall $375.00, shelving in the storage shed PSC $350. Total Budget $25,592.50.

2014 salaries were discussed. Due to a difference of opinions Margaret left the meeting.

No additional minutes were taken.
